Liu Fang: Mr. Smith, as an expert working in the computing and telecommunications industry for over 10 years, can you explain what e-commerce is and its advantage?
史密斯先生:電子商務(wù)就是應(yīng)用最佳的通信和計(jì)算機(jī)技術(shù)進(jìn)行交易。我認(rèn)為它與傳統(tǒng)交易相比,最大的優(yōu)勢(shì)就是更高效。其交易成本能大大降低,而且交易速度也更快。所有這些都對(duì)生產(chǎn)力有極大促進(jìn),因而對(duì)整個(gè)經(jīng)濟(jì)都大有好處。
Liu Fang: In China, as we understand, e-commerce is for example that if someone wants to buy a TV, he'll send messages online to get others join him. In this way they can buy as a whole with a discount. Or in another example, two companies that have never had any business contact before, get to know each other through a website. After exchanging business information online, they finally conclude a business transaction. Is this the e-commerce by our side?
史密斯先生:是的。我想另外一個(gè)好處就是,任何一個(gè)公司,不管它多小,都可以把產(chǎn)品發(fā)布到網(wǎng)上。而在老體制下,小公司與大公司相比可能處于劣勢(shì)。在網(wǎng)上,大小公司平起平坐,因?yàn)榫W(wǎng)絡(luò)人人可用。這就給小公司帶來(lái)了許多機(jī)遇。
Liu Fang: It is true that e-commerce have brought many opportunities to SMEs. However, they may not be able to invest enough capital in the R&D and the application of technology, which more or less will affect the result of their on-line business. Can you provide any good experience and specific examples in your country?
史密斯先生:可以。這一直是我們關(guān)注的重要問(wèn)題。實(shí)際上,我們特別在這一領(lǐng)域設(shè)立了一些目標(biāo)。我們所做的就是對(duì)投入應(yīng)用信息通信技術(shù)的小公司給與稅收信貸。因?yàn)槲覀儼l(fā)現(xiàn),大公司在應(yīng)用信息通訊技術(shù)方面行動(dòng)很迅速,而小公司卻步伐較慢,所以我們想在稅收制度上給與激勵(lì),使他們動(dòng)作快一些。我認(rèn)為,這種做法很成功,我們估計(jì)去年約有 50 萬(wàn)家小公司開展在線貿(mào)易。可見更多的小公司適應(yīng)在線業(yè)務(wù),這很好。
Liu Fang: Under the dual-pressure of the global economic slowdown and the slugguish capital market, many high-tech companies are in difficulties and some even collapsed. How would this affect the development of e-commerce in your opinion?
史密斯先生:我想在這些方面可能會(huì)有些危險(xiǎn),肯定會(huì)有;有些問(wèn)題需要予以解決。但是,索然目前資本市場(chǎng)面臨困境,而全球經(jīng)濟(jì)也有其不確定性,我們還是看到在信息通訊技術(shù)和電子商務(wù)領(lǐng)域不斷的取得進(jìn)展。因此,我認(rèn)為我們可以繼續(xù)保持樂(lè)觀,但需要留意一些潛在的隱患。
Liu Fang: As China is at the beginning stage of e-commerce, the business ethics environment is yet to be improved. What can we learn from you in rotecting privacy and security?
