Statement by the Deputy Permanent Representative Ambassador Wang Min at the High-Level Dialogue on International Migration and Development

主席先生，

Mr. President:

中國支持斐濟代表“77國集團和中國”所做的發言。

China associates itself with the statement made by Fiji on behalf of the Group of 77 and China.

隨著全球化和信息化的深入發展，國際移民流動日趨頻繁，移民人數不斷增長，目前已達2.32億。移民與發展問題息息相關。聯大再次就移民和發展問題舉行高級別對話會，意義重大。

With the steady development of globalization and IT application, international migration has grown both in terms of frequency and in terms of the number of immigrants, reaching 232 million at present. Since migration and development are closely linked, it is of important relevance that the GA is once again holding this high-level dialogue on migration and development.

應該看到,國際移民為經濟、社會可持續發展做出了巨大貢獻，既緩解了當今世界許多國家的人口老齡化問題，每年還創造了超過4000億美元的僑匯，對世界經濟發展、消除貧困、實現千年發展目標起到重要作用。另一方面，伴隨著移民大潮，部分國家反移民情緒發酵，非法移民、人口販運等跨國犯罪現象有增無減，移民的就業、住房、教育、衛生等基本權益難以得到保障，生存與發展仍面臨諸多挑戰。此外，人才外流對來源國的經濟社會可持續發展亦帶來消極影響。

Indeed, international migration has made tremendous contributions to sustainable social and economic development. It has mitigated the problem of aging in many countries while generating over $400 billion in yearly remittance, thus contributing to world economic development, poverty eradication, and the achievement of the MDGs. On the other hand, together with the tides of migration, the world also witnessed the rise of anti-immigrant sentiments in some countries, growing transnational criminal activities such as illegal migration and human trafficking, inadequate guarantee for immigrants’ basic rights and interests in regard to employment, housing, education, and health, and numerous challenges to their survival and development. In addition, the brain drain also bears negatively on the sustainable economic and social development of countries of origin.

如何發揮移民對可持續發展的“正能量”，消除移民問題帶來的消極影響，需要國際社會深入思考，綜合施策。對此，中國代表團有以下幾點看法和建議：

The international community should ponder upon ways and means to tap the “positive energy” immigrants bring to sustainable development and eliminate negative effects of migration, and should take an integrated approach in implementing policies. In this regard, the Chinese delegation would like to make the following comments and suggestions:

一、推動各國共同發展，從源頭上解決移民問題。移民現象的原因歸根結底在于各國經濟社會發展不平衡。世界可持續發展不可能建立在一批國家越來越富裕而另一批國家卻長期貧窮落后的基礎之上。各國應樹立命運共同體意識，推動共同發展，從根本上消除國際移民領域的消極因素。發達國家應從資金、技術等方面幫助發展中國家實現千年發展目標，實現經濟社會共同發展。

First, promote development of all countries so as to resolve the issue of migration at the source. The fundamental cause of migration is uneven economic and social development across countries. Sustainable development of the world cannot be built on the basis of a situation in which some countries’ wealth keeps increasing while other countries are bogged down in poverty and backwardness. Countries should embrace the concept of common destiny and strive for common development, thereby fundamentally eliminating the negative factors in the area of international migration. Developed countries should provide financial and technical assistance to developing countries for them to achieve the MDGs, thus realizing common economic and social development.

二、公正客觀看待移民現象，為移民創造包容性環境。各國應理性對待移民給本國社會帶來的多元文化影響，引導本國民眾和輿論正確對待移民。一些國家應采取切實措施，取消不合理的移民限制政策，確保移民合理、有序流動，同時應切實保障移民合法權益，促進移民融入當地社會，為當地發展貢獻力量。

Second, adopt a fair and objective view of migration, and create an inclusive environment for immigrants. Countries should take a rational view of different cultures brought in by immigrants, and give guidance to the population and the media on proper treatment of immigrants. Certain countries should take effective measures to remove unreasonable restrictive immigration policies to ensure rational and orderly flows of migration. At the same time, they should effectively safeguard the legitimate rights and interests of immigrants and facilitate the latter’s integration into local society so that they can contribute to local development.

三、加強國際合作，促進各國共享移民紅利。移民是國際性問題，國際社會尤其是移民來源國、過境國和目的國應共同努力，本著平等互利的原則加強對話，開展合作，解決移民管理中遇到的實際困難，努力實現人才和技術雙向流動，促進各國共同分享移民帶來的正面效益。國際社會在討論制定2015年后國際發展議程中應充分考慮移民對可持續發展的重要作用。

Third, strengthen international cooperation so that countries can share the “migration dividend”. Migration is an international issue. The international community, countries of origin, transit, and destination in particular, should make joint efforts to strengthen dialogue and engage in cooperation under the principles of equality and mutual benefit, with a view to resolving practical difficulties in migration management, achieving two-way flows of trained personnel and technology, and sharing the benefits of migration among all countries concerned. The international community should fully consider the important role of migration in sustainable development in the context of formulating the post-2015 international development agenda.

主席先生，

Mr. President,

隨著中國經濟社會快速發展，中國已不僅是移民來源國和過境國，也逐漸成為目的國。中國政府高度重視移民問題及其帶來的機遇和挑戰，不斷完善出入境管理政策和法律法規，保護移民合法權益，便利正常人員流動，打擊人口販運、非法移民等活動。中國政府愿與各國及國際組織加強移民問題交流與合作，共同促進世界范圍內的正常人口流動，實現共同發展與繁榮。

As China experiences rapid economic and social development, it is no longer just a country of origin and transit for migration, but is also gradually becoming a country of destination. The Chinese government attaches great importance to migration and the resulting opportunities and challenges. We are steadily perfecting entry and exit administration policies and relevant laws and regulations. We are working to protect the legitimate rights and interests of immigrants, facilitate normal personnel flows, and combat human trafficking and illegal migration activities. The Chinese government is willing to strengthen exchanges and cooperation with other countries and international organizations on the issue of migration in a joint effort to promote normal population flows throughout the world, so as to achieve common development and prosperity.
