李克強與牙買加總理辛普森•米勒會談時強調深化中牙務實合作 推動中加關系取得新發展

Premier Li Keqiang Holds Talks with Prime Minister Portia Simpson- Miller of Jamaica Stressing to Deepen China-Jamaica Practical Cooperation, to Push for New Development of China-Caribbean Relations

2013年8月21日，國務院總理李克強在人民大會堂同牙買加總理辛普森－米勒舉行會談。

On Aug. 21, 2013, Premier Li Keqiang held talks with Prime Minister Portia Simpson-Miller of Jamaica at the Great Hall of the People.

辛普森－米勒首先代表牙買加政府和人民，對中國東北和南方部分地區遭受洪澇災害表示親切慰問。李克強對此表示感謝，表示中國政府始終把人民生命安全放在第一位，正在全力開展抗洪救災工作，我們有信心、有能力幫助災區人民盡快重建美好家園。

Simpson-Miller, first on behalf of the Jamaican government and the people, extended sincere sympathy to the flood stricken areas in northeastern and southern China. Li Keqiang expressed gratitude for this, saying that the Chinese government always regards the safety of people’s life as the top priority, and is trying the utmost efforts for flood relief. We have the confidence and the ability to help the people in the disaster-stricken areas to rebuild their homeland as soon as possible.

李克強說，牙買加是中國在加勒比地區友好、重要的合作伙伴，兩國關系發展良好，合作成果豐碩，潛力巨大。雙方要規劃好未來合作的方向和重點，落實好具體合作項目，深化經貿、農業、新能源、教育、醫療、體育等領域合作，提升合作質量，更好實現互利雙贏。中國政府鼓勵和支持有實力的企業參與牙買加路網改造等國計民生項目建設，希望牙買加政府加大政策支持，采取有效措施保護中國公民和企業的安全和合法權益，為雙方合作提供便利和保障。

Li Keqiang said that Jamaica is a friendly and important cooperative partner of China in the Caribbean region. The bilateral relationship between the two countries enjoys sound development with fruitful cooperation and huge potential. Both sides should well plan the direction and priorities for the future cooperation, well implement the specific cooperation projects, deepen cooperation in the fields of economy, trade, agriculture, new energy, education, healthcare and sports, enhance the quality of cooperation so as to better achieve mutual benefit and win-win outcomes. The Chinese government encourages and supports capable businesses to join in those projects related to the economic development and people’s livelihood in Jamaica, such as the road network renovation. Hope the Jamaican government will provide greater support through specific policies and take effective measures to protect the safety and legitimate rights and interests of Chinese nationals and Chinese businesses in Jamaica in order to providefacilitation and guarantee for bilateral cooperation.

李克強表示，中方將繼續從戰略高度看待中國同加勒比國家的關系，致力于發展中加全面合作伙伴關系。牙買加是加勒比地區重要國家，希望貴國為推動中加關系發展繼續發揮積極作用。

Li Keqiang expressed that China will continue to view the relations with Caribbean countries from the strategic perspective and is committed to developing China-Caribbean comprehensive cooperative partnership. Jamaica is an important country in the Caribbean region. Hope Jamaica will continue to play a positive role in promoting the development of China-Caribbean relations.

李克強指出，中國政府把生態文明建設放在突出位置，正在加快轉變經濟發展方式，著力推進綠色發展、循環發展、低碳發展。中方愿同包括牙買加在內的小島嶼國家加強在氣候變化、環境保護等領域的對話、交流與合作。

Li Keqiang pointed out that the Chinese government gives the construction of ecological civilization to the prominent position. China is accelerating the transformation of the economic development mode, and vigorously promoting green development, recycling development and low-carbon development. China is willing to strengthen dialogue, exchanges and cooperation with small island countries including Jamaica in climate change, environmental protection and other fields.

辛普森－米勒表示，牙中建交41年來，雙邊關系得到長足發展。牙方感謝中方長期以來對牙買加等加勒比國家的幫助和支持，愿與中方加強溝通協調，擴大合作規模，提高合作水平，共同應對氣候變化等全球性挑戰，推動牙中關系和加中關系不斷向前發展。

Simpson-Miller expressed that over the 41 years since the establishment of diplomatic relationship between Jamaica and China, bilateral relations have enjoyed substantial development. The Jamaican side is grateful for China’s long-time help and support for Jamaica and other Caribbean countries. Jamaica is willing to strengthen communication and coordination with China, to expand the scale of cooperation, to enhance the level of cooperation, to jointly cope with climate change and other global challenges in a bid to push for unceasing development of Jamaica-China, Caribbean-China relations.

會談后，兩國總理共同出席了中國和牙買加政府經濟技術合作協定及教育、基礎設施建設等領域有關雙邊合作文件的簽字儀式。

Following the talks, the two Prime Ministers attended the signing ceremony of the agreement on economic and technological cooperation between the governments of China and Jamaica as well as relevant bilateral cooperation documents in the fields of education and infrastructure construction.

會談前，李克強在人民大會堂東門外廣場為辛普森－米勒舉行歡迎儀式，全國政協副主席陳曉光等出席。

Prior to the talks, Li Keqiang held the welcome ceremony for Simpson-Miller at the Square outside the East Gate of the Great Hall of the People. Vice Chairman Chen Xiaoguang of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and others were present.
