中國金融體制的改革目標是建立符合中國特色社會主義市場經濟的現代金融體系，現代金融制度和良好的金融秩序。這包括有計劃的分步進行中國人民銀行管理體制和國有商業銀行、中國人民保險集團公司的商業化改革，發展城市商業銀行等地方性金融機構，建立健全多類型多層次的金融機構體系，按金融企業的基本屬性，建立各項經營管理制度，要求所有金融企業依法自主經營，嚴禁任何部門和個人干預金融企業的業務，同時要求金融業承擔經營責任風險，進一步完善金融法律體系，依法整頓和規范金融秩序，切實加強金融機構內部自律控制機制，建立市場經濟條件下的金融監管制度，在國有全國性金融業成立監事會等等。
The reform of china’s financial system aims at establishing modern financial system for the sound financial order, a system that agrees with chinese type socialist market economy. Efforts will be made on the reform of the management system of people’s bank of china and turn state-owned commercial banks and people’s insurance company of china into full fleged commercial entities in a planned and step by step manner, develop urban commercial banks and other local financial institutions and establish financial system composed of various and multi-level financial institutions. Management systems will be established in accordance with the basic attribute of various financial enterprises and all financial institution should operate independently according to the law. No institution or individual is allowed to interfere with the mormal management of the financial institutions. Financial institution should be accountable for their own risks, further improve the financial legal system, rectify and standardize financial order in accordance with law and strengthen the construction of internal control systems. It is also imperative to establish a financial supervision system under the conditions of market economy and supervisary board will be set up in all international financial institutions.

建立現代金融制度其中很重要的是要創造條件。按國際清算銀行確定的原則對銀行進行管理，對其業務實行資產負債比例管理和風險管理。這些改革措施正在逐步加以落實。金融制度改革的目標是經過幾年的努力使國有商業銀行的管理水平達到國際上比較先進的商業銀行的管理水平。在中央銀行機構改革方面，將在今后幾年內建立若干個跨省自治區直轄市的一級分行，地區行和縣行基本保留，但要轉換職能。這一改革將影響中國金融業20年甚至30年。
In the effort to establish a morden financial system, an important task is to create conditions for excersing management over the banks’liability rate on assets and to ensure the capability of preventing financial risks in accordance with the principles set by international clearing banks. These reform measures are being actualized in a step by step manner. The goal for the financial reform is with several years’ efforts, the management level of state-owned commercial banks will be raised to that of fairly advanced commercial banks in the world. With regard to the central bank’s restructuring, a number of across provincial, across autonomous regional and across municipal first level branch baks will be establised in the next few years. and county banks will be capped principly and their functions will be shifted. This reform will exert influence on china’s finacial sectors as long as twenty or even thirty years.
