今天是國際禁毒日。我們高興的看到世界各國正攜起手來向毒品宣戰。16天前，聯合國大會結束了為期三天的世界反毒品特別會議，從而吹響了規模空前的全球反毒戰的號角。

Today is the international day against drug abuse and illicit trafficing. To our delight, countries around the world are joining hands to combat illicit drug abuse. Sixteen days ago, the General Assembly of the United Nations conclude a three-day special session on fighting the world drug problem, sounding a clarion and call for fighting unprecedent world-wide war against drugs

人類將要迎接一個新的千年，解決毒品問題越來越緊迫。盡管許多國家加強了反毒品的力度，可是毒品市場的泛濫狀況越來越嚴重。據估計，全球毒品的貿易額已達到每年4000億美元之巨。吸毒者約占全世界人口的3%。統計數據表明，每年全世界死于毒品者達10萬人之多。另外還有1000萬吸毒者喪失工作能力。

As mankind is about to embrace a new millennium, the drug issue takes on even greater urgency. Despite of the strenthened anti-drugs efforts of many countries, the spread of illicit drug markets is getting worse. It is estimated that the global trade volume of illicit drug altitudes 400 billion US dollars each year. Illicit drug consumption involves about 3% of the world’s population. Statistics indicate as many as 100 thousand people die from drugs every year world-wide, and 10 million drug-users are deprived of the capability to work.

毒品問題直接關系到社會穩定與安全，關系到全人類的命運。世界各國都應該充分意識到反毒任務的緊迫性，要采取切實有效的措施掃除毒魔。中國政府始終十分關注毒品問題，并通過法律，政治，行政，經濟，文化，教育和其它手段來綜合治理吸毒、販毒問題。最近在北京舉辦的全國反毒展覽會已吸引了50萬參觀者。展覽會的目的是集中揭露毒品對社會和家庭造成的危害。

The drug issue has direct bearing on social stability, social security and the destiny of mankind as a whole. All countries in the world should be fully aware of the pressing and demanding task of combating drugs and take concrete and effective measures to wipr out the evil. The chinese government has always paid great attention to drug control and taking an integrated approch to dealing with drug abuse and drug trafficing through legal, political, administrative, economic, cultural, educational and other means. A recent national drug prevention exhibition staged in Beijing drew half a million visitors so far. The exhibition was intended to spotlight the damages of drug afflicts caused to society and family.

越來越多的人，尤其是年輕人，他們或出于無知，或為了尋求刺激，或受到其他吸毒者的影響，成了毒品的犧牲品。在全國登記在案的吸毒人員中，80%為年輕人。因此，中國的反毒戰任重而道遠。我們首先要做的是提高人們對毒品危害的認識，給吸毒者以更多的幫助，使他們戒除不良的習慣，實施更嚴厲的法規打擊毒品犯罪行為。

Out of ignorance, or driven by their desire for stimulus, or simply influenced by drug users, a growing number of people, expecially youngsters are falling victim to drugs. Out of the drug addicts registered throughout the country 18% of them are youths. Therefore, much still remains to be done in china’s anti-drug campaign. On top of the agenda, there is the need to raise people’s awareness of the harm of drugs, to provide more help for drug addicts, to get rid of the unhealthy habit and to enforce stricter laws for drug related crimes.

我們希望各國政府在國際反毒合作中擔負起應有的責任，將法網撒向毒品市場的每個環節，為我們的后代創建一個無毒的世界。

We hope governments around the world will take their due resposilities in international anti-drug cooperation and spread the net of justice over every link of the drug market so that a drug-free world will be created for our future generations.
