2010年7月16日，加拿大使館正式發布實施SPP計劃（即《中加國際學生合作計劃》），該計劃由加拿大社區學院協會和加拿大大使館聯合提出，旨在提高申請加拿大社區學院和新興大學的學生簽證成功率，以吸引更多的國際學生留學加拿大職業教育，填補該國近年來10萬人的技術人才缺口。

SPP計劃針對雅思達到5.5的學生，通過特別申請渠道，加拿大駐北京使館放松對其資金的來源檢查，取消對擔保金必須提供12個月的存款歷史的硬性規定。但要求學生付清第一年全年的學費并存入加拿大銀行5000加元（至少）的GIC生活費存款（即定息定期存款）。學生到加后可以按月支取。學生如簽證發生問題，這些錢也會退還給學生。此舉的目的意在吸引更多的中國優秀學生赴加留學。

提供中學后教育以及職業技能再培訓的加拿大社區學院協會，其下有120多會員學院，而適用SPP計劃的社區學院現共有30所，另加上4所新興大學，即目前有40所加拿大的社區學院及新興大學參加SPP計劃。
