無家可歸的人不僅中國(guó)有，歐美國(guó)家也是存在的。全世界的homeless。給人的印象大都是邋遢，可憐，蓬頭垢面，露宿街頭。Yes，although our society is developing, there are still lots of homeless people around us.

But 意大利的流浪者這次不一樣了！

In 2011, a 36 year old Italian man couldn't afford anything to eat, so he stole less than five dollars worth of cheese and sausages from a supermarket. He was caught and sentenced to a fine of 100 euros and six months in prison.

因?yàn)橥盗瞬坏?美元的食物，就被判罰款100歐元，加6個(gè)月監(jiān)禁。也是讓人惋惜啊。

However, his fate has been changed this week.意大利最高法院宣布了一條新規(guī)定：Stealing a little food should not be considered a crime if you really need it.如果你特別需要食物的時(shí)候偷一點(diǎn)點(diǎn)不能叫做犯罪。

What do you think of this rule?無家可歸的人實(shí)在沒辦法了 所以去偷一點(diǎn)點(diǎn)食物來填飽肚子，這樣算不算犯罪，應(yīng)不應(yīng)該受到譴責(zé)呢？
