歐盟援助總是姍姍來遲

The European Commission is to radically overhaul the way it runs its vast foreign aid programme after years of inefficiency and mismanagement.

Details of the plan were announced at the European Parliament in Strasbourg by the Commissioner for External Relations, Chris Patten.

EU missions abroad will get a bigger role in implementing programmes on the ground, while a better staffed organisation will be set up within the Commission to speed up aid delivery. 　

Mr Patten, who took over his job last September, is said to have been shocked by what is described as a catalogue of waste and incompetence.

數(shù)年來歐洲聯(lián)盟委員會(huì)在運(yùn)行其龐大的外援項(xiàng)目上一直存在著低效和管理混亂的問題，對(duì)此，它將做徹底改革。

負(fù)責(zé)歐盟對(duì)外關(guān)系司的科里斯-帕特恩委員在斯特拉斯堡歐洲議會(huì)上宣布了此次改革的詳細(xì)計(jì)劃。

歐盟駐外機(jī)構(gòu)將根據(jù)這一計(jì)劃在援助項(xiàng)目實(shí)施上發(fā)揮更大的作用，同時(shí)在歐盟內(nèi)部將建立一個(gè)更加精干的組織以加快援助進(jìn)度。

據(jù)說，去年九月上任的帕特恩先生對(duì)援助計(jì)劃中的浪費(fèi)和不能有效實(shí)施計(jì)劃現(xiàn)象感到震驚。
