When a person, an orgnization or a nation owns a large piece of land, that land becomes a territory.
個人、組織或國家擁有的大片土地稱之為領土。
We don't call a small land a territory.
一小塊土地不叫領土。
A territory is often bigger than a small city.
領土通常比小城市要大。

So, who decides that an area becomes a territory?

Usually, people and companies pay money to buy it.
