據《圣經·創世記》第11章記載,大洪水后,諾亞的三個兒子分散到各地并繁衍生息,分為邦國。因為人類當時有共同語言,并且一起居住在與幼發拉底河相距不遠的示拿之地。人們利用河谷的資源,在那里建筑城和塔,以聚集全體的人類及展示力量。上帝降臨視察,認為人類過于自信和團結,一旦完成計劃將能為所欲為,便決定變亂人們的口音和語言,并使他們分散各地。
