為發掘引進更多的高科技人才，浦東新區曾組織了兩次大規模的海外招聘活動，一批批高學歷的海外留學人員通過招聘渠道來到浦東，進入包括政府部門在內的各個領域參加新區的開發建設。統計資料表明，目前，落戶浦東的海外留學歸國人員已達4100人。今后幾年，浦東將進一步建設成為面向國際的區域性金融服務中心、經營管理中心、現代物流中心、旅游會展中心和國際貿易中心，在引進國際化人才方面，有關部門會為一技之長的“海龜派”提供更為廣闊的發展天地。

In order to attract more qualified people in the fields of science and technology， the Pudong New Area has organized two large-scale talent fairs in the foreign countries. As a result， a large number of people who have studied abroad came to the Pudong New Area via the talent fairs and devoted themselves into the construction of the region in various fields including the government departments. According to statistics， there have been 4，100 people with a foreign education background settled down in the Pudong New Area. In the near future， the Area will continue its effort in building itself into an international center of regional finance， management， modern transportation， tourism， convention， and international trade. When trying to attract more qualified personnel with the experience of working or studying in the foreign countries， the authorities concerned will provide a wider stage of development for the competent Haigui—— those who have returned to China after studying abroad.
