When you and your family go out for dinner, have you noticed how many dishes you usually order and how much food is left? In the future, you could be fined for leaving food behind.
當你和家人外出吃飯時,你是否曾注意過,你們通常會點幾道菜,又會剩多少菜呢?將來,你或許會因剩飯剩菜而被罰款。
A draft law on preventing food waste to ensure food security was submitted for its first reading to the session of the Standing Committee of the National People's Congress (NPC), held from Dec 22 to 26.
在12月22日至26日召開的全國人大常委會會議上,為維護糧食安全的反食品浪費法草案首次提請審議。
The draft law says that restaurants should remind customers not to order too much. The size of each dish should be explained clearly and a smaller portion should be available. If customers leave too much food, restaurants are allowed to charge for food waste.
草案規定,餐館應提醒消費者不要超量點餐,每份餐食應清楚標明分量,且應提供小份餐的選擇。如果消費者剩菜過多,餐館可以收取處理廚余垃圾的相應費用。
Besides, catering service providers may face a fine if they encourage or mislead consumers into ordering too much food which causes waste.
此外,如果餐飲服務提供者鼓勵或誘導消費者超量點餐,造成浪費,可能會面臨罰款。
Food waste has been a problem across the world. According to the Food and Agriculture Organization of the United Nations, about one-third of the world's food – 1.3 billion tons – is wasted every year. In China alone, 35 million tons of food ends up in landfills every year, with about 12 percent of the nation's harvests going to waste along the entire production chain, CCTV News reported.
食物浪費已成全球性問題。聯合國糧食及農業組織數據顯示,全球每年約三分之一(約13億噸)的食物被浪費。據央視新聞報道,僅在中國,每年就有3500萬噸糧食最終被送往垃圾填埋場,全國糧食產量的12%會在整個生產鏈中被浪費掉。
The draft law is a crucial move toward fostering a frugal attitude toward food. It is expected to provide a long-term legal system of better rules on daily catering and food consumption, according to China Daily.
這部草案是倡導節約糧食風尚的重要一步。《中國日報》報道稱,該草案有望提供一個長期的法律體系,能夠更好地規范日常餐飲和食物消費。
In fact, many measures have been taken against food waste already. For example, the "Clear Your Plate" campaign has been launched online and offline. Many users share photos or videos of empty plates after finishing their meals on social media platforms such as Sina Weibo.
實際上,人們已經采取了很多措施來制止食品浪費。比如,線上線下都啟動了“光盤行動”。很多用戶吃完飯后,會在新浪微博等社交媒體平臺分享“光盤”的照片或視頻。
In the canteen at Jiangxi University of Science and Technology, free fruit is given to students who finish their meals. Sun Zhenyao, 15, from Hefei No 1 High School, Anhui province, received cash incentives from one local restaurant. "We can get 5 yuan for each empty plate. It's fun and useful," he said.
在江西理工大學的食堂,“光盤”的同學可以領到免費水果。來自安徽省合肥市第一中學的15歲學生孫振耀還在當地一家餐館獲得了現金獎勵。“我們吃光一盤菜就能獎勵5元,這很有意思,又有意義,”他說。
