Signaling at least a rhetorical rapport, Saudi Arabia and Russia agreed to cooperate to stabilize global oil markets. However, the world’s largest crude-oil producers failed to promise any production cuts. Khalid al-Falih, the Saudi energy minister, said he hoped the move would spur other producers to coordinate, hinting that a production freeze could be agreed at this month’s International Energy Forum meeting.
