Continuing a crackdown following last month’s failed coup, Turkey’s president, Recep Tayyip Erdogan, decreed that the government could issue direct orders to military commanders, bypassing the chief of the general staff. Separately, Germany’s highest court upheld a police request to stop Mr Erdogan from addressing a 40,000-strong rally in Cologne by video link, for fear of provoking violence.
